Mix cauliflower, broccoli, onions, coconut flour, eggs, Parmesan, salt and pepper in bowl and let sit 10 mintues.
Preheat non-stick skillet on medium heat and add coconut oil.
Using a soup spoon or 1 oz scoop, make little patties in the oil.
Cook latkes for 2 - 3 minutes per side until golden brown, and set on sheet pan. Finish in 350°F oven for 10 minutes.
